Eliminating child and youth abuse in Puerto Rico is completely possible. A quick look at Puerto Rico’s child protection and welfare data continues to show scenarios that require urgent collective action on issues such as education, health, and violence prevention.
We can insist on a hardline approach; however, violence will continue to intensify until we understand that given the high level of risk factors faced by most children and youth, a robust ecosystem of integrated, community-based prevention and family strengthening services is key to ensure their well-being.
This ecosystem must be built on shared responsibility and must consider investments in children from an early age. Investment in programs targeting early childhood has a significantly higher return on investment than investments made later in life. For every dollar invested in early childhood, $4 to $9 dollars per child are recovered, according to studies by Nobel Laureate in Economics, James Heckman. The evidence shows a high return on public investment in these programs, as they benefit not only children, but also economic development and public safety.
